Who We Are
East African Crude Oil Pipeline (EACOP) project is a Midstream
development located across Uganda and Tanzania, which includes a
nearshore Marine Storage and Export Terminal (MST). Once completed, the
EACOP Company will operate the East African Crude Oil Pipeline, a 1,443
km long, electrically heated crude oil export pipeline that transports
oil from Kabaale – Hoima in Uganda to the Chongoleani Peninsula near
Tanga Port in Tanzania for crude export to international markets.

As
Maintenance Coordinator, you will manage and optimize the maintenance
planning for all perimeters, which include: PS1 perimeter, PS4
perimeter, PS5 perimeter, and MST perimeters. You will follow up and
interface with loading operations and upstream feeders. The role will
require close collaboration with all maintenance disciplines, logistics,
and other EACOP activities to optimize maintenance execution without
impacting the overall schedule.
You will have the opportunity to
develop and shape a central role with significant influence in ensuring
the safe, timely, and effective execution of maintenance activities.
In
this role, you will manage the maintenance opportunity activity
portfolio and coordination process. Your knowledge and experience will
be crucial in applying a range of techniques to support fabrication and
campaign engineering. You will adapt maintenance planning to EACOP
constraints, site accessibility, and seasonal weather conditions,
ensuring that maintenance processes are executed efficiently.
Duties & Responsibilities
- Contribute to HSE (Health, Safety, and Environmental) performance in line with EACOP objectives.
- Manage maintenance coordination meetings and integrate “campaign-able” activities into execution plans.
- Participate in operation planning meetings prepared by Maintenance, Inspection Services, Engineering & Construction.
- Manage interface and coordination tools.
- Analyze past planned activities to improve coordination processes.
- Ensure
Work Packs, Procedures, Logistics, Permits to Work, Risk Assessments,
and Toolbox Talks are well integrated into maintenance planning. - Contribute to the 2-Year vision of planned campaigns and the 90-day planning.
- Ensure timely provision of necessary resources from supporting entities.
- Influence the 90-day and 5-week planning cycles.
- Communicate any updates that may impact planned activities to maintenance disciplines.
- Issue T-REX documents and updates as needed.

Job Dimensions / General Job Description
As
a Mechanical Rotating Engineer for EACOP, the incumbent will manage,
report, and support mechanical activities across four main objectives
aimed at optimizing asset availability, operating cost, and mechanical
efficiency. The primary rotating equipment includes:
- 18 export pumps (variable speed, 3500 KW each)
- 3 export loading pumps
- 19 Diesel/Crude Generator packages: Caterpillar 3616
- 12 fire water pumps
The
role serves as the focal point for all rotating equipment activities
and interfaces with other entities for activity planning. The incumbent
will also ensure compliance with HSSE (Health, Safety, Security, and
Environment) rules and policies.
Support to Site Mechanical Technicians:
The
position involves working with 9 site technicians, including the
Maintenance Engineer for PS1-Perimeters (Uganda), to shape and develop a
central role in the timely and effective execution of mechanical
maintenance activities. The role includes supervision of service
maintenance contracts, including pump packages and genset packages.
Duties & Responsibilities
- Monitor rotating equipment as per the maintenance philosophy.
- Develop and ensure the efficiency of condition monitoring tools and systems.
- Manage and support mechanical maintenance to meet objectives for availability, maintainability, and operating costs.
- Lead discipline studies, including defining functional specifications for process modifications.
- Oversee major rotating equipment maintenance activities and lead major maintenance preparations.
- Develop stock strategies and manage material repairs in the workshop.
- Analyze KPI data and adjust maintenance strategies accordingly.
- Review and optimize service contract strategies, including the contractor’s performance.
- Ensure contractors follow maintenance and repair procedures, tracking the progress and securing reliable systems.
- Contribute to the improvement of skills and know-how among the maintenance team.

The
Inspection Engineer will support the EACOP Inspection Leader and
cooperate with a team of four inspection specialists or engineers. The
Inspection Engineer will be the interface for inspection activities
between the pipeline engineer, corrosion engineer, site method,
contractors, and authorities. EACOP’s main equipment under inspection
responsibility includes:
- Pipeline
- Vessel: Pig Receivers, Pig Launcher, Drain Drums, Air Vessels, Nitrogen Cylinder, Pressure Vessels

inhibition, etc.). - Analyze and optimize inspection activities for efficiency.
- Review management of change requests.
- Follow up and update risk-based inspection tools for piping and vessels.

compliance with relevant regulations, company rules, technical codes,

The
Inspection Leader will be the head of the EACOP inspection entity.
He/she will manage a team of 5 inspection specialists: pipeline,
corrosion, site, method, and contracts, required to follow the
inspection plan. The Inspection Leader will establish the inspection
philosophy.
The Inspection Leader will ensure proper
coordination, organization, and processes to maintain asset mechanical
integrity. He/she will validate the inspection scope and campaign, with
follow-up on the performance of the team and objectives, including
monitoring of KPIs (progress, budget, etc.). The role involves extensive
experience in coaching new Inspection Engineers regarding damage
mechanisms and inspection techniques and supporting the creation of the
EACOP inspection referential.
DUTIES & RESPONSIBILITIES
- Defines and reviews maintenance inspection philosophy.
- Reviews Inspection Program, Intelligent Pigging Operation, and partial inspections.
- Establishes contact, processes, and audit plans according to standards, local field shutdown requirements, and authorities.
- Participates in the preparation of the Maintenance Inspection Budget.
- Participates in the recruitment process and selection of the inspection team.

Location: MST-Tanga
The
Pipeline Engineer will be part of the EACOP inspection entity. They
will manage pipeline inspection activities directly for the PS4/PS5 and
MST perimeters, and provide support for the PS1 perimeter to the
pipeline and inspection engineer. The engineer will follow the guidance
and inspection philosophy provided by the Inspection Leader and will be
responsible for defining pipeline corrosion guidance documents. This
role will also act as the main interface and focal point for pipeline
integrity management, corrosion, and chemical treatment follow-up in
Tanzanian perimeters.
Pipeline inspections for corrosion coupons
and intelligent pigging operations will be closely coordinated and
assisted by the pipeline and inspection engineer. The engineer will
ensure that inspection scopes and campaigns are completed efficiently.
Key Responsibilities:
- Implement
Inspection Plans (written schemes of inspection) for the following
equipment: PSD, pipelines, and pipeline-related structures (e.g., HDD). - Review and prepare SMC for intelligent pigging and corrosion coupon analysis and operations.
- Manage
equipment registers, scheduling, and reporting through the CMIMS
(Computerized Maintenance & Inspection Management System) and RBI-P. - Propose and review recommendations for corrective actions,
including material selection, equipment design, coating, cathodic
protection, and corrosion inhibition. - Ensure that inspections
and Non-Destructive Testing (NDT) comply with relevant safety rules,
technical procedures, and standards. - Oversee the coordination of inspection activities on-site and supervise inspection contractors.
- Review management of change requests when required.
- Assist third-party representatives responsible for statutory inspections.
- Participate in technical audits of contracted companies regarding NDT, welding, and pressure vessel fabrication.
