Location: Remote with at least two visits to STEP offices in Iringa town and one visit to STEP offices in Sole village.

Duration: 2 months
Reporting to: Human Resources and Administration Manager, STEP

1. Background
Southern
Tanzania Elephant Pogram (STEP) is a conservation NGO that works with a
range of partners to conserve the highly biodiverse Udzungwa and
Ruaha-Rungwa ecosystems of south-central Tanzania through targeted
support to key protected areas and communities living around them. STEP
is committed to high standards of ethical practice and compliance to
ensure the safety and well-being of staff, communities, and partners. To
strengthen STEP’s organizational governance, its safeguarding policies,
grievance redress mechanism for partners and project-affected
communities, and other relevant policies with the Human Resources (HR)
Manual, require review and alignment with international standards,
including the CAPSEAH (Core Assessment of Protection Standards for SEA
and Harassment) and MOS- PSEA (Minimum Operating Standards for
Protection from Sexual Exploitation and Abuse), as well as compliance
with Tanzanian labor laws and US and UK government and Foundation donor
requirements. The consultant should work closely with STEP’s Senior
Management and field staff to develop feasible and actionable policies
and recommendations.

2. Objective of the Consultancy
The
main objective of this consultancy is to review and update STEP’s Human
Resources Manual, safeguarding policies, and grievance redress
mechanism for partners and project-affected communities ensuring
alignment with CAPSEAH, MOS-PSEA, Tanzania labour laws, and UK and US
government donor requirements. The consultant will identify gaps,
enhance compliance with international standards, and advise on any
additional policies that may be beneficial to the organization and meet
donor expectations.

3. Scope of Work
The Consultant will:

I. Conduct an In-Depth Review of the HR Manual

Evaluate current policies within STEP’s HR Manual with regards to
safeguarding, compliance and grievance redress mechanism and with
MOS-PSEA, CAPSEAH, Tanzanian laws, and US and UK government donor
requirements.
● Identify and address gaps related to international
standards, Tanzanian law requirements, and donor expectations for
safeguarding and ethics.

II. Recommend and Draft New or Updated Policies
● Advise STEP on policies or clauses that could enhance organizational governance, particularly in areas such as:
o Comprehensive safeguarding policies for vulnerable groups including children and adults
o Clear guidelines on ethical standards, code of conduct, and disciplinary procedures.
o Updates to workplace health and safety policies to meet both international standards and Tanzanian regulations.
● Support development of a Grievance and Redress Mechanism (GRM) that provides project-
affected communities and stakeholders with a means to raise issues and concerns.

III. Engage with STEP Leadership and Key Stakeholders

Collaborate closely with STEP’s Human Resources and Administration team
to discuss findings, recommendations, and integrate input from
Department managers, field staff, and relevant stakeholders. Input from
STEP staff should be sought to ensure that policies are developed in
such a way that they are feasible to implement and to foster ownership.

IV. Develop Implementation Plans

Design a detailed, actionable plan for implementing recommended
safeguarding policies and grievance redress mechanism, including
training modules, refresher sessions, and strategic timelines for
compliance tracking. Involve Human Resources and Administration team and
Department Managers in this process.

V. Prepare and Submit a Final HR Manual and Grievance Redress Mechanism

4. Expected Deliverables
● A review and assessment report of the current HR Manual, Safeguards and Grievance Redress Mechanism with identified gaps.

A comprehensive set of recommendations to align STEP’s HR Manual with
MOS-PSEA and CAPSEAH standards, Tanzanian laws, and international donor
requirements
● Drafted policies or clauses addressing safeguarding, code of conduct, and additional donor- required policies.
● Final HR Manual incorporating all approved changes and additions.
● Final organizational Grievance Redress Mechanism.
● Detailed Implementation Plan.
● A presentation to STEP’s leadership summarizing key findings, policy revisions, and next steps for implementation.

5. Budget
The
total budget for this assignment is TZS 11,000,000, inclusive of all
costs such as consultancy fees (and applicable taxes), travel,
accommodation, subsistence, communication, and any other applicable
expenses. The consultant is expected to prepare a detailed budget
encompassing all these costs and to provide legal receipt(s) for the
expenses incurred.

6. Consultant Qualifications

Master’s degree in Human Resources, Organizational Development, Law, or
related field. Consultants with Bachelor degrees will be considered if
they can prove exceptional relevant experience.
● Extensive experience in policy development and HR compliance for NGOs, ideally with a focus on international standards.
● Proven experience with MOS-PSEA, CAPSEAH, and other international safeguarding frameworks.
● Demonstrated experience designing and implementing organizational grievance redress mechanisms.
● Proven experience and familiarity with donor compliance requirements for NGOs, especially in
conservation or development sectors, in particular with USAID and UKAID.

Excellent communication and interpersonal skills, and a commitment to
consult with and listen to STEP staff and stakeholders to ensure that
policies are workable, feasible and implementable, as well as to foster
ownership.

7. Application Process
