Overview
RTI
is currently implementing the USAID Tuhifadhi Maliasili Project that
addresses dynamics that threaten habitat connectivity and the long-term
persistence of biodiversity in Tanzania. This activity incorporates a
series of interventions that support and strengthen government and civil
society capacity for biodiversity conservation.

RTI is looking
for a candidate to fill the Monitoring and Evaluation and GIS Officer
position under USAID/Tuhifadhi Maliasili Activity. The position will be
based in Dar es Salaam, Tanzania.

Purpose of the position:
The
Monitoring and Evaluation and GIS Officer will provide assistance on
tools, frameworks, and data collection methods and support GIS data
collection to include the location of implementation activities,
infrastructure, and environmental features and data from the applied
Political Economic Analysis (PEA) and Land Use Plans (LUPs).

Job Summary:
Under
the direct supervision of the Monitoring & Evaluations and
Collaboration, Learning and Adapting Specialist, the Monitoring and
Evaluation and GIS Officer will provide assistance on tools, frameworks,
and data collection methods and support GIS data collection to include
the location of implementation activities, infrastructure, and
environmental features and data from the applied Political Economic
Analysis (PEA) and Land Use Plans (LUPs).

Responsibilities

  • Supports the development, implementation, refinement, and harmonization
    of project’s MEL system; develops and operationalizes indicators, sets
    targets, and monitors progress; ensures they are informed by and feed
    into program decisions.
  • Supports all project activities to
    capture data on indicators and to identify best practices and lessons
    learned as required by USAID.
  • Supports the collection, analysis, and reporting on performance indicators by other team members and project counterparts.
  • Work
    closely with partners and grantees to support data collection
    activities and requirements and help build their capacity in data
    management and sharing.
  • Support review and update of the project’s MEL plan; EMMP and prepare appropriate reports as required.
  • Support
    the Monitoring & Evaluation and Collaboration, Learning and
    Adapting Specialist to prepare monthly, quarterly, and annual progress
    reports on the status of project implementation.
  • Works closely
    with partners and grantees to comply with mandatory data collection
    requirements and supports MERLA capacity building activities.
  • Works
    with technical staff to support tools for data collection, storage, and
    analysis and guide data collection, management, and analysis in a
    consistent, standardized, and disciplined manner.
  • Analyze satellite imagery for data variables such as forest cover, vegetative cover, and habitat fragmentation.
  • Ensures
    appropriate disaggregation of project data to understand risks and
    benefits for actions based on demographics (e.g., youth, gender).
  • Ensures gender, youth, and social inclusion considerations are mainstreamed across all activities.
  • Ensures methodological rigor of research undertaken.
  • Other activities as assigned.


Qualifications

  • Minimum Required Education & Experience
  • Bachelor’s Degree and 5 years of experience and/or master’s degree and
    3 years of experience in designing and implementing M&E systems and
    identifying sources of scientific data and data gaps or equivalent
    combination of both the academic and professional experience in relevant
    professional field.

Skills & Abilities

  • Knowledge of reporting procedures, best practices, guidelines, methods, and approaches for MEL.
  • Experience building capacity of scientific research institutions, CSOs and private sector.
  • Demonstrated
    experience with indicators relevant to natural resources management,
    biodiversity and conservation, wildlife trafficking, and/or climate
    change adaptation.
  • Ability to articulate and apply CLA principles.
  • Demonstrated
    experience in analytical skills and data visualization using various
    tools including Excel (Pivot Table and Charts), Power BI, and ArcGIS
    StoryMaps.
  • Experience working with mobile data collection tools
    including Kobo Collect and Open Data Kit (ODK), ArcGIS and/or QGIS and
    other statistical software/tools.
  • Experience with MEL that measures and promotes gender and social inclusion preferred.
  • Ability
    to work effectively, responsively, and collaboratively with government
    counterparts, development and private sector partners, civil society
    organizations (CSOs), and academic/research institutions.
  • Experience
    collecting and analyzing data from different sources, including CSOs,
    NGOs, and stakeholders to inform policy decisions.
  • Great communication and interpersonal skills in English.
  • Ability to travel and work throughout Tanzania.
  • International donor and USAID experience preferred.
