HIV/AIDS Clinical Services Advisor at Amref Tanzania October 2024
JOB ANNOUNCEMENT
BACKGROUND:
Amref
Health Africa in Tanzania is a non-profit public health organization
supporting the Government of Tanzania to address public health issues
including maternal and child health, HIV, TB, Malaria, and Nutrition in
Tanzania 1987. Amref Health Africa in Tanzania is funded by The U.S.
President’s Emergency Plan for AIDS Relief (PEPFAR) through CDC
Tanzania, to execute a robust HIV care and treatment clinical cascade
project aiming to accelerate the achievement of the current 9595-95
goals and the HIV pidemic control in Tanzania. Branded as Afya Thabiti,
the project is implemented in the regions of Mara and Simiyu, as well as
islands of Zanzibar from October 2023 covering facility and
community-based HIV prevention (including VMMC), care, and treatment
services.
Afya Thabiti works in collaboration and with guidance
from the Tanzania Ministry of Health, Zanzibar Ministry of Health, and
President’s Office Regions Authority and Local Government (PORALG). That
said, Amref Health Africa -Tanzania is announcing the following vacancy
to be filled soon:
Position: HIV Clinical Services Advisor (1)
Job Type: Full-time
Reports to: STA – HIV Clinical Services
Job Summary:
The
Incumbent will support delivery of comprehensive and quality HIV care
and treatment services to achieve the 95-95-95 goals for the epidemic
control. S/He will be responsible to integrate and advise on efficient
aspects of all HIV clinical services including AHD, NCDs and GBV along
the cascade and to ensure uninterrupted treatment to PLHIV. S/He will
collaborate with the Retention Services Advisor to ensure optimal PLHIV
adherence to services
Duties:
- Support provision of comprehensive HIV/AIDS care and treatment service and provide technical
- assistance
to subordinates and clinical providers at all supported facility on all
HIV treatment aspect and expectations according to the national
guideline and policies - Collaborate with the Retention advisor
and team to ensure continuum of treatment and care to all PLHIV
according to the national guideline and donor expectation - Coordinate
and supervise the regional/district ART, clinical and service to
accomplish the programs expected targets and project scopes of work - Participate
in project work plan and budgetary development for all HIV clinical
services according to the project/donor expectations - Collaborate
with R/CHMTs and regional teams on implementation of the appropriate
treatment approaches/SDM such as same day ART initiation, MMDs, AHD,
community ART, HVL testing, HVL suppression and others according to the
national guidelines - Collaborates with the R/CHMTs to identify
training needs for provider and peer groups and organize basic and
refresher trainings using currently recommended national curriculums - Participate
in the relevant HIV Clinical (National/PEPFAR/IPs/Stakeholders)
meetings, reporting, presentation and representation and abstract
development/evidence-based documentation and sharing routinely and as
required Participate in national/donor driven Clinical-guidelines,
policy, SOPs development forums and update the project on new
developments on HIV/AIDS management accordingly - Ensure presence
of relevant SOPs and Job Aids at sites and overseeing usage of the SOPs
and respective job aids by subordinates and facility providers - Participate
in periodic program reporting (weekly, monthly, quarterly, annual and
ad-hoc) on all clinical related indicators and provide relevant
contribution feedback to regional/district levels on proper improvement
plans - Provide technical capacity building and skills on program
data analysis, results interpretation and timely technical advice on
mitigative solutions to support subordinates - Carry out any other responsibilities as assigned by line manager or other senior Amref Health Africa Tanzania management team.
Qualifications, Experience & Skills Required
- MD with a Master’s degree in Public health or relevant studies.
- Extensive programming and technical expertise in HIV programs in Tanzania
- At least 5 years or outstanding experience in HIV Clinical, care and treatment programs.
- Familiarity with CDC/PEPFAR programs
- Fluent in written and spoken English and Swahili
- Excellent facilitation, oral, and written communications skills
- Excellent abilities on multi-disciplinary team support, training and mentoring.
- Communication skills: Excellent written and oral presentation skills, able to write well and adapt
- report style to different target audiences.
- Program Implementation, Monitoring and Evaluation (M&E): Knowledge in M&E systems, including
- results-based management.
- Organizational skills: Ability to manage time efficiently and meet deadlines, keep careful records.
