Country Background
CRS
in Tanzania works in very close collaboration with the catholic
Churches and implements programs through both Churches and secular local
partners.
CRS has been helping poor, vulnerable families improve their lives
through orphans and vulnerable children, agriculture, health,
microfinance and WASH programming in Tanzania since 1962.

Job Summary:
Job Summary
The Senior Project Officer, Communications and
Learning (SPO C&L) for the Tanzania Country Program (CP) will work
closely with the Country Manager; Head of Programming; and Monitoring,
Evaluation, Accountability and Learning (MEAL) Manager to develop and
execute an effective and comprehensive communications strategy to raise
the country program’s profile with target audiences, including donors,
partners, local media, national and local government, the Catholic
Church, and others.

S(he) will proactively engage the CRS
Tanzania Senior Leadership Team and Regional and HQ Communications staff
and to ensure strategic alignment of communications, consistent
messaging, and a strong brand identity. The SPO C&L creates content
and uses effective communications channels to help position CRS Tanzania
for funding and influence, and this includes ensuring the internal
documentation and external dissemination of organizational learning.

Roles and Key Responsibilities

  • Write,
    design and manage the production of creative and compelling
    communication and marketing materials (stories, photos, videos, fact
    sheets, brochures, infographics, and other multimedia assets) for
    various audiences, including public and private donors, local and
    national governments, local Church, partners, media and others as
    needed. Coordinate freelancers in the production of above marketing
    materials as needed.
  • Support the Country Manager, Head of
    Programming, and the Regional Communications Officer to finalize and
    implement a robust communications strategy that supports country program
    business goals and aligns with regional and agency strategy.
  • Support the procurement processes for licenses, equipment and applications needed to implement the CPs communications strategy.
  • Use
    and tailor agency messages tailored for each audience and identify and
    utilize effective distribution channels to disseminate communications
    materials to key audiences.
  • Create social media channels and
    create content platforms such Facebook, LinkedIn, Instagram, and
    Twitter; maintain and update CRS Tanzania webpage.
  • Develop and
    maintain relationships with local media and help identify opportunities
    to reach key audiences, and coach country program staff in effective
    local media representation.
  • Support the design, development, and
    implementation of learning and development programs among personnel,
    partners and projects participants, including other actors related to
    the CP. This includes working with other departments to identify
    training needs, coordinating workshops, webinars, and other learning
    opportunities, and measuring the effectiveness of training initiatives.
  • Provide
    marketing and communications support for events, including event
    planning, communications materials production, talking points, photos,
    liaising with media, etc., and convene local media whenever a CRS event
    takes place.
  • Support the creation of processes, manuals and
    trainings for CP staff and partners on issues related to communications,
    marketing, and media created for the development of the CP.
  • Utilize
    data and analytics to measure the impact and success of communication
    and learning initiatives. This involves tracking key performance
    indicators (KPIs) and using insights to continuously improve strategies
    and tactics.
  • Ensure smooth and effective communication within
    the organization. This includes disseminating important information,
    updates, and announcements to employees, as well as promoting a positive
    and engaging internal communication culture.

Basic Qualifications

  • Minimum bachelor’s degree in communications, journalism, public policy, or related studies; experience in INGOs or UN preferred.
  • Minimum
    two years marketing and communication experience, ideally for an NGO or
    another organization in development and relief programming.
  • Excellent English and Swahili oral and written communication skills is required.
  • Ability
    and desire to work well with diverse employees and external
    stakeholders in a cooperative and friendly manner. Must demonstrate the
    ability to influence without direct authority.
  • Must possess ability to advance multiple priorities in a fast-paced environment.
  • Demonstrated track record of successfully disseminating information to a variety of target audiences.
  • Highly proficiency in Microsoft Office applications and desktop publishing skills is required.

Preferred Qualifications

  • Demonstrated
    photography and graphic design skills (e.g. experience in Adobe
    Creative Suite, especially InDesign) strong desired.
  • Experience in event planning of diverse scales and audiences preferred.
  • Established relationships with media outlets and journalist preferred.
