Position Description:
Position Title: National Professional Officer, Non-Communicable Diseases

Purpose of the SSA:
Background:
To
increase the capacity of Ministries of Health (Tanzania mainland and
Zanzibar) towards effective coordination and implementation of the
PEN-PLUS Regional Strategy to address severe NCDs, by supporting the
mainstreaming of national plans to reduce the burden of major, chronic,
severe, and other NCDs in line with Regional and Global efforts.
Scope and Methodology:
Under
the direct supervision of the WHO Representative, the incumbent is
expected to provide technical support to Ministries of Health in the
execution of the WHO AFRO-initiated project on PEN-PLUS, in line with
the PENPlus Regional Strategy to ensure integrated prevention and
control of chronic and severe NCDs services in the United Republic of
Tanzania.
Summary of Assigned Duties:
1.
Provide technical support for mapping national partners involved in
PEN-Plus initiatives in Tanzania by facilitating coordination and
communication across established committees of the Ministry of Health
(e.g.,
SWAp, NCD Governing bodies), the President’s Office Regional
Administration and Local Government (PORALG), WHO levels, and NCD
partners to enhance awareness and engagement on the PEN-Plus strategy
and ensure optimization of available resources.
2. Facilitate the engagement of key stakeholders to develop a national implementation plan for PEN-Plus.
3.
Provide technical support to develop a detailed budget and
sustainable funding model for the PEN-Plus implementation plan.
4.
Contribute to providing technical assistance in the monitoring and
evaluation (M&E) of PEN-PLUS initiatives by engaging with teams of
the Ministry of Health and Health Information Systems through,
•
Supporting a baseline assessment to identify technical support needs
within the Tanzanian context, aligning with the WHO AFRO region, WHO HQ,
or other available international resources.
• Supporting the
adoption of key performance indicators (KPIs) developed through AFRO and
ensuring progress is tracked from the baseline assessment, and lessons
learned to guide the re-programming of activities, as applicable.
•
Ensure timely collection and quality control of data on PEN-Plus
NCD services for timely analysis and report contribution to the Tanzania
Health Portal and Regional Health Observatory.
• Provide
technical support to compile and disseminate a comprehensive country
profile report based on collected epidemiological and qualitative data.
5.
Provide technical support to establish a technical working group to
adapt and translate WHO guidelines to meet the national context.
6.
Provide technical assistance on the scale-up of PEN-PLUS services
using lessons from ongoing pilot facilities in Kondoa and Karatu
districts to drive evidence-based actions and ensure alignment with
national priorities.
7. Provide technical support to design and
implement a patient navigation tool and standardized service delivery
models for PEN-Plus.
8. Provide technical support to develop
and conduct training-of-trainers (ToT) sessions to build capacity for
PEN-Plus implementation.
9. Provide technical support to
organize national roundtable discussions with potential funders and
develop targeted funding proposals.
10. Undertake other tasks and assigned duties as required.
11. Perform any task provided by the Team Lead UHC/CND.
3. SPECIFIC REQUIREMENTS
Language:
- Essential: Fluency in both English and Swahili language.
- Desirable: Working knowledge of other UN languages is an added advantage.
Education:
- Essential:
Degree in Medicine, public health or a related field from a recognized
university, with a good orientation to Non-communicable Diseases
Control. - Desirable: Postgraduate qualification in Health or equivalent.

Experience:
Essential:
• At least five years of work experience working in the field of health.
• Conversant on Non-Communicable Diseases Control Programmes, the WHO PEN, and PEN PLUs
Strategy.
Desirable: Working experience with WHO or other UN Agencies would be an asset.
Skills and Competencies:
• Ability to establish harmonious working relationships and to function within multi-disciplinary and multicultural teams.
•
Ability to consolidate information from multiple sources and
prepare strategic information and reports for decision-makers.
• Ability to achieve consensus and coordination through team building.
