ROLE PURPOSE & DIMENSION
The Inclusive and Safe
Schools Lead is part of the Core Team representing Plan International
Tanzania. S/he will manage the disability inclusion, gender, community
engagement and climate and environment specialists on the team. S/he
will provide strategic leadership, quality assurance and coordination
across inclusion, safety and climate and environment working closely
with other technical leads as well as Team Leader (TL) and Deputy Team
Leader (DTL) and government stakeholders to ensure a coherent,
coordinated approach and strong ownership.

S/he will ensure the
inclusion and climate and environment plans and all interventions follow
the Shule Bora operating principles, support government-led education
sector reform, and are focused on sustainable strengthening of the
education system. The post-holder will be based in Dodoma. The role is
initially for 2 years with the option to extend for an additional year.

ROLE ACCOUNTABILITIES
The Inclusive and Safe Schools Lead will

  • Work
    closely with Team Leader (TL) and Deputy Team Leader (DTL) in reviewing
    and adjusting strategy when needed and update roadmaps in coordination
    with the Shule Bora coordinators.
  • Oversee the planning,
    implementation and review of all interventions under the inclusion and
    climate and environment plans in conjunction with the Shule Bora
    Coordinators at MoEST and PO-RALG.
  • Provide technical assistance within government on inclusion, safety, and climate and environmental issues.
  • Lead on supporting the government to implement its safe schools programme.
  • Support
    technical leads to help programme regional coordinators and
    interventions specialists to support regions and Local Government
    Authorities (LGAs) to implement inclusion, safety and climate and
    environment-related interventions.
  • Ensure collaboration with other technical leads and partner organisations to ensure a coherent approach to implementation.
  • Oversee technical support and oversight on construction activities across the LGAs.
  • Quality
    assure Terms of Reference, concept notes and short term technical
    assistance (STTA) inputs under the inclusion and safety and climate and
    environment workstreams.
  • network and build partnerships with
    other actors working on education, inclusion, safety, climate and
    environment to ensure effective collaboration and prevent duplication.
  • document and disseminate stories of change for lesson learning and influencing purposes.
  • contribute to the development of the quarterly progress report, annual report and any other reports as required.
  • Provide training and mentorship internally as required in areas of expertise.
  • Identify
    short term technical assistance needs and ensure technical assistance
    related to inclusion and climate management is relevant and being
    brought to each level of the system as agreed with the government.
  • Work
    closely with the monitoring, evaluation and learning (MEL) and
    disbursement linked indicator (DLIs) teams to ensure harmonisation
    across the programme.
  • Coordinate with the MEL team to ensure
    data related to climate management and inclusion are made available on
    time and can be used for reporting.
  • Coordinate with DTL and
    Project Regional Coordinators to ensure grass roots qualitative results
    are being collected and used as evidence both in reports and influencing
    communication pieces.
  • Provide input on design, approach and content of materials and provide quality assurance.
  • Support the institutionalisation programme activities within PO-RALG, LGAs and Regions.
  • Identify development needs and build capacity of programme staff and counterparts.
  • Coordinate staff input for technical assistance and capacity building at national and regional levels.
  • Review
    and approve budgets for activities related to this technical area and
    monitor activity and STTA budgets to ensure they are managed
    effectively.
  • Where possible and relevant, ensure that Plan
    International`s global policies for Child Protection (CPP),
    Safeguarding, and Gender Equality and Inclusion (GEI) are fully embedded
    across all project activities.
  • Represent Plan International
    Tanzania at all Shule Bora management committee meetings, consortium and
    government partner meetings at district, regional and national levels.
  • Oversee and provide technical backstopping and support for three (Plan International) Regional Intervention Specialists.
  • Line manage and contribute to the ToR/work plan development for the Gender Advisor and Early Career Professionals.
