Department:
Innovation
– Pact has a dedicated innovation practice for finding and scaling
solutions to social problems in the form of products, processes, and
wider business models with a focus on human centered design. Pact
has several methods to facilitate idea generation from an online
Innovation Marketplace on its social intranet system called Mosaic to an
in-country innovation workshop that uses Human-Centered Design (HCD) to
tease out new ideas. Pact exists to help create a world where those who
are poor and marginalized exercise their voice, build their own
solutions and take ownership of their future. The Innovation team
contributes to realizing this by:

  • enabling environments for innovation to thrive in Pact’s country offices and HQ.
  • Providing technical assistance to internal departments, country
    offices, and projects through project development and innovation
    methodologies.
  • Building internal innovation assets: capacity
    building in country offices through curriculum development and
    implementation; sourcing internal innovations and seeking innovation
    funding opportunities; facilitating knowledge sharing across Mosaic and
    other platforms.
  • Business Development: contributing to
    pre-positioning and proposal development with the Opportunity
    Development team and building external innovation partnerships.
  • Thought-leadership; participating in the innovation in development
    conversation by attending events, hosting meetings, and making
    relationships with potential partners and donors.

Position Overview
Pact
seeks a Finance and Operations Director  for the anticipated
USAID-funded Tanzania Strengthening the Capacity of Local Organizations
Activity. This is anticipated to be a five-year activity; the position
will be based in Dar es Salaam, Tanzania. This position is contingent
upon award.

Key Responsibilities
The Finance and
Operations Director is accountable for all aspects of the project’s
financial and accounting management and for providing support to all
technical, program, and operations departments. The Director will ensure
that the program operates within the approved budget and is compliant
with US Government cost principles under 2 CFR 200.

The specific duties to be carried out by the successful candidate are:

  • Ensure
    overall operational contract compliance for the implementation of the
    project, including oversight, safety and security, and compliance.
  • Ensure required approvals are obtained and funds expended are compliant
    with applicable donor regulations, award-specific requirements and Pact
    policies.
  • Implement fraud mitigation practices and ensure
    systems and processes are implemented effectively to support the
    implementation of the project.
  • In partnership with Pact DC
    departments, initiate, develop, maintain, and revise policies and
    procedures for the general operation of the finance and compliance
    program and its related activities and to promote cost efficiency and
    compliance with all rules and regulations.
  • Ensure proper financial documentation and reporting, establish and provide direction and management of project funds.
  • Oversee the development, management and complete life cycle of a
    variety of possible procurement mechanisms, including but not limited to
    purchase orders, contracts, and other related items.
  • In
    coordination with Pact DC, as appropriate, be responsible for managing
    the project budgets, quarterly forecasting, tracking project spending
    and preparing financial reports and notifications for submission to

  • Develop, implement, and adjust when
    required the project’s safety and security strategy and protocols, and
    serves as the point of contact for the person in charge of security for
    any issue related to security reports and procedures.
  • Mentor and supervise finance, operations, and other staff.
  • Comply with all company policies and procedures, including completing
    all compliance training topics by the deadline to satisfy each and
    receiving the corresponding acknowledgment statement that the training
    has been completed.

Basic Requirements

  • Master’s degree in Business Administration, Finance or Accounting or
    equivalent plus 9+ years of relevant experience OR a Bachelor’s degree
    in Business Administration, Finance or Accounting and 11+ years of
    relevant experience.
  • Minimum of 9+ years’ experience managing
    finances and administration activities on donor-funded projects of a
    similar size, scope, and complexity. Experience on USAID-funded projects
    is required.
  • Minimum of 5 years of experience in financial
    compliance and progressive supervisory work experience directly
    supervising administrative, finance and/or operations staff.
  • Demonstrable experience with management and/or administration for
    USAID-funded projects of a similar size, scope, and complexity.
  • Demonstrated experience in activity financial management, including
    financial controls and audit, as well as reporting on accruals,
    budgeting, pipeline, and expense validation and reimbursement to service
    providers and sub-recipients.
  • Strong knowledge of USG
    assistance and policies/procedures, and understanding of USAID financial
    monitoring and reporting, auditing, and controls.
  • Written and oral proficiency in English and Swahili.
  • Ability to travel within Tanzania and occasionally internationally.
  • Knowledge of the political, social, and economic context of Tanzania.
  • Experience establishing administrative management procedures and
    standards with regard to HR, procurement, IT technologies and
    relationship management.

Preferred Qualifications

  • Tanzanian candidates are strongly encouraged to apply.
  • USAID contract management experience strongly preferred.
