TITLE: Monitoring, Evaluation & Leaning Officer (1 Position)
Background:
The Tanzania Women Chamber of Commerce (TWCC) – www.twcctz.org
stands as a pivotal organization, uniting various women and youth
entrepreneurs across Tanzania. Established in December 2005, TWCC serves
as an apex and umbrella entity, encompassing sectoral Business Women
Associations, Companies, Cooperatives, Groups, and Sole proprietors.
Currently boasting a membership exceeding 12,000, TWCC’s reach extends
to over 1 million women from all sectors of the economy, spanning 27
Regional Chapters in Tanzania Mainland and Zanzibar, along with 14 Women
Sectoral Associations, and 11 Platforms catering to women in Cross
Border Trade.

TWCC’s primary objective lies in fostering unity
among women and youth entrepreneurs, including those in the informal
sector, to promote business formalization and growth. Through robust
capacity-building initiatives and mentorship programs, TWCC endeavors to
alleviate poverty among women by equipping them with the necessary
skills and resources for success. Moreover, TWCC collaborates closely
with both private and public sector entities to advocate for favorable
policies conducive to the flourishing of women owned enterprises.

Job Summary:
The
M&E Officer will support all Monitoring, Evaluation and Learning
(MEL) activities. She/he will be responsible for implementing M&E
systems including Indicator targeting, tracking and reporting according
to the set standards, managing a data collection system, leading impact
assessments and a learning strategy to inform meaningful course
correction and program decision discussions; and to also ensure senior
management staff have data that is tailored to their decision-making
processes.

Main Duties and Responsibility
Monitoring and Evaluation


Develop a Monitoring and Evaluation (M&E) system to track the
implementation of organizational activities, impact progress, and
results; integrate this system into the membership management database.
• Conduct secondary data analysis of routine program data to identify evidence-based best practices for scaleup

Take lead in data capture and reporting using monitoring tools to track
program indicators as per the performance framework, including updating
the M&E tracking system/platform and the program results matrix.

Participate in the development of survey protocols for baseline and
end-line surveys, research, and evaluations of the programs.
Programme Implementation and Monitoring
• Participate in the preparation of work plans, target setting, budgets, and performance frameworks for the program

Conduct joint monitoring visits to TWCC members, beneficiaries of
projects and programs, and other stakeholders to ensure conformance of
the program implementation with program objectives, work plans, budget,
and expected results.
• Travel to conduct monitoring activities or support the implementation of organization activities where needed.

Learning and Documentation

Document best practices and lessons learned and share with program
staff and donors to maximize the impact of the program; foster a
productive relationship and lesson-learned sharing culture among the
program staff and stakeholders.
• Document success stories from
beneficiaries of different ongoing projects across the county and share
with management and donors.
• Support the program implementation team to document and disseminate lessons learned and best practices.

Reporting and Analysis

Provide necessary information required to compile quarterly, annual
reports, donor reports, and other reports as and when required.
• Participate in preparing monthly, quarterly, and annual program performance reports.
• Conduct quarterly program review meetings with TWCC management and donors where needed.

Database and Membership Management

Lead and supervise the Implementation of TWCC Membership and program
management database for tracking members’ information, progress,
information sharing, and networking.
• Provide leadership in the TWCC database and monitor impacts of TWCC interventions and services offered to members.

Train and provide continuous mentorship to TWCC Regional team and Staff
on data collection, tracking, and reporting on community interventions.

• Initiate monitoring and evaluation systems relevant to TWCC project for impact tracking and implementation

Event Participation and Organization

Participate in the project/program implementation and preparation of
TWCC organization events such as the Annual General Meeting, breakfast
meetings, business forums and exhibitions, and international and local
exchange and learning visits.
• Other duties assigned by Executive Director from time to time

Academic and Professional qualifications:

Bachelor degree from an accredited university in M&E, sociology,
economics, international development, or closely related field.

Work Experience:

At least 3 years of experience working on monitoring, evaluation and
learning systems for donor funded projects. Private sector development
experience is highly desirable.

Technical Skills and Behavioral Competences:
• Ability to interact and communicate with wide range of stakeholders both verbally and in writing.
• Advanced computer literacy in Microsoft word, excel, PowerPoint and Access
• Knowledge in computer statistical packages (SPSS and Stata)
• Knowledge in use of data to inform decision-making, planning, and performance monitoring
• Ability to collect, analyses and produce good quality data and information.
• Knowledge of result-based management principles and practices.
