Overview
Aga Khan Education Service, Tanzania (AKES,T), is a
private, not for profit, service company registered under the Companies
Act and operates three schools in Tanzania. The vision of AKES,T is to
provide accessible, world-class education, which prepares students to
become self-confident, open-minded articulate and ethical young people
with academic qualifications to enable them to make productive
contributions to their own community and their wider society. AKES,T is
part of the Aga Khan Development Network (AKDN), a group of private
development agencies working to improve living conditions and
opportunities for people of all faiths and origins in specific regions
of the developing world.

AKEST is looking to hire the following positions based in Dar es Salaam:
Commercial Assistant/ Quantity Surveyor
Commercial Assistant/ Quantity Surveyor at Aga Khan Education Service, Tanzania (AKES,T) June 2024
Commercial Assistant/ Quantity Surveyor for the construction project- Aga Khan Education Service Tanzania

Key Responsibilities

  • Assist in identifying suitable contractors and actively participate in the entire prequalification process.
  • Support
    the preparation of project cost plans, cost reports, and monthly
    updates, and report findings to the commercial/cost manager.
  • Conduct cost analysis and manage the tendering process.
  • Attend commercial meetings, take minutes, and document discussions accurately.
  • Assist in tracking and managing contractual claims.
  • Value completed works, including on-site quantity measurements, and arrange payments.
  • Support value engineering efforts during both tendering and post-contract phases.
  • Conduct site visits, assessments, and projections forfuture works.
  • Assist in the preparation of tender documentation and contracts in collaboration with relevant package managers.
  • Undertake cost analysis for repair and refurbishment works.
  • Gather
    price information from local and international contractors, suppliers,
    and service providers for works, materials, and services as required.
  • Participate
    in and assist with tender negotiations on behalf of AKEST to secure
    maximum value for money and mitigate project and contract risks.
  • Review and validate payment certificates.
  • Maintain
    comprehensive and detailed records of all payment requests received,
    payment certificates submitted for payment, and payments made.
  • Assist in costing changes and reaching agreements with contractors.
  • Support the preparation of final accounts.
  • Report on cost estimates and forecasts.
  • Prepare
    periodic management reports, including budget status, variance/change
    claims, schedules, disputes, upcoming activities, and safety records.
  • Orderly file all commercial related documentation (both hard and soft copies).
  • Other tasks relevant to this position’s core responsibilities and duties, as assigned by the supervisor.

Qualification and experience:
Applicants should have the following qualification and experience

  • A bachelor’s degree in Building Economics, Quantity Surveying,
    Construction Management or a related discipline from a recognized
    university.
  • Registration with the Architects and Quantity Surveyors Registration Board (AQRB)
  • At
    least 5 years of post-qualification experience in quantity surveying,
    with a substantial portion of that experience in construction projects.
  • Experience working on projects within Tanzania or East Africa is highly advantageous.
  • Experience
    with various types of construction projects, including residential,
    commercial, industrial, and infrastructure projects.
  • Proven
    track record of managing project budgets, cost control, procurement
    processes, contract administration, and risk management.
  • Strong understanding of construction methodologies, materials, and legal requirements.
  • Expertise in cost estimation, budgeting, and financial management.
  • Ability to perform detailed measurements and cost calculations with accuracy.
  • Thorough knowledge of different contract types(FIDIC, JOT, NCC, PPRA, etc. )and their administration.
  • Proficient in utilizing construction software such as AutoCAD and MS Project
  • Experience in preparing and negotiating contracts, managing claims, and dispute resolution.
  • Excellent verbal and written communication skills in English and Local Language
  • Ability to collaborate effectively with project stakeholders, including clients, contractors, architects, and engineers.
  • Strong analytical and problem-solving abilities.
  • Capable of making informed decisions under pressure and handling project challenges efficiently.
  • In-depth knowledge of Tanzanian building codes, standards, and regulations.
  • Familiarity with environmental regulations and sustainability practices relevant to construction in Tanzania.
  • Understanding of local labour laws, health and safety regulations, and taxation policies impacting construction projects.
  • Active
    participation in professional associations and local industry groups to
    build a network and stay informed about regional developments
  • Awareness
    of local cultural practices and effective communication strategies
    within the Tanzanian context and the ability to work effectively with
    various constituencies in a diverse community.
  • Knowledge of sustainable construction practices and the ability to implement environmentally friendly solutions in projects.
