Equity and Inclusion Manager at Médecins du Monde May 2024
I – Hierarchical relationship
The
Equity & Inclusion Manager will report directly to the regional
harm reduction coordinator responsible for the ACTOR-HR (Advocacy,
Coordination, Technical assistance and Operational Research in Harm
Reduction) department.
II – Global objective of the position
The
Equity & Inclusion Manager will play a vital role in addressing the
holistic needs of key populations (KP, also called Key Vulnerable
Populations or KVP) by developing, implementing, and evaluating
initiatives that encompass social, economic, psychological, and
health-related aspects. This role is specifically dedicated to improving
the overall well-being and quality of life for key populations. This
position will require close collaboration with community-based
organizations, (international) non-governmental organizations (NGOs),
healthcare providers, and government agencies to develop comprehensive
strategies aimed at improving the overall well-being and quality of life
for KP. She/he will also advocate for policy changes that address
systemic barriers for KP to access resources and services and that
promote equity in health in Tanzania.
III – Tasks and responsibilities
- Assists
the regional harm reduction coordinator in timely and quality
implementation of the CUTTS Hepatitis C research project; manages
specifically all activities taking place in the community, and the
relations with the local implementing partners in this project. - Conducts
thorough needs assessments to identify the multifaceted needs of KP in
social, economic, psychological, and health-related domains. - Develops
and implements comprehensive strategies that address the intersecting
(social, economic, psychological, and health-related) needs of KP, with a
focus on promoting holistic well-being and reducing disparities. - Collaborates
with community-based organizations, (international) non-governmental
organizations (NGOs), healthcare providers, and government agencies to
build partnerships and leverage resources for addressing the diverse
needs of KP. - Designs and implements programs and interventions
aimed at enhancing social support networks, improving economic
stability, promoting mental health and resilience, and increasing access
to healthcare services for KP. - Advocates for policy changes at
the local, state, and national levels to address systemic barriers and
promote equity in access to resources and opportunities for KP. - Collaborates
with relevant stakeholders to develop and implement a comprehensive
monitoring and evaluation system to assess the effectiveness of
interventions aimed at improving the overall well-being and quality of
life for KP. This includes conducting regular data collection, analysis,
and reporting to track program outcomes, monitor progress towards
goals, identify areas for improvement, and make data-driven
recommendations for program enhancements and resource allocation. - Prepares
comprehensive reports detailing findings, recommendations, and best
practices to inform program planning and decision-making. - Provides
training and technical assistance to staff and partners on addressing
the comprehensive needs of KP, including strategies for promoting
social, economic, psychological, and health-related well-being. - Represent
the organization in relevant community meetings, coalitions, and
networks focused on addressing the holistic needs of KP. -
Manages a team of 3 outreach workers (who on their turn supervise
several peer educators): Supports the team members in the development
and implementation of strategies for achieving program goals and
objectives. - Facilitates effective communication and collaboration within the team, fostering a positive and inclusive work environment.
- Monitors
team performance and productivity and address any issues or challenges
that may arise; has minimum two appraisal interviews with each team
member per year - Supports the professional development of team members through regular feedback, coaching, and training opportunities.
IV – Requested profile
Educational Background:
-
Bachelor’s degree in public health, social work, psychology, community
development, or a related field; Master’s degree preferred.

Professional Experience:

Minimum of 3 years of experience working in public health, social
services, community organizing, or related fields, with a focus on
addressing the holistic needs of marginalized populations. - Experience working with Key Populations is highly desirable.
Skills:
- Strong
understanding of social determinants of health and their impact on
overall well-being, particularly within Key Populations. - Experience
in program development, implementation, and evaluation, with a
demonstrated ability to design and implement comprehensive
interventions. - Excellent interpersonal, communication, and
collaboration skills, with the ability to build and maintain effective
partnerships with diverse stakeholders. - Knowledge of
trauma-informed care, mental health promotion, substance use treatment,

Main Responsibilities
Reporting
directly to the General Coordinator, the Grants & Reporting Manager
is responsible for grant management, writing quality proposals,
reports, and project development material. He / she works in close
collaboration with the country coordination team, and ensures compliance
with the donor’s requirements, rules, and regulations.

The
Grants Officer works in close collaboration with the Country
Coordination team composed of the following coordinators: Harm
Reduction, SRHR, Support (Administration, Finance, Logistics), Advocacy
Essential duties
The main responsibilities are:
FUNDRAISING & GRANTS MANAGEMENT:
- To
research potential grant opportunities from various sources, including
UN agencies, and foreign missions (embassies), and maintain close
coordination with the HQ grant department. - To keep donor mapping updated reflecting key details such as grant opportunities, deadlines, application requirements etc.
- In
collaboration with General Coordinator, to organize meetings, follow up
with potential donors and attend forums/meetings related to grant
development.
PROJECT DEVELOPMENT:
- To
manage the overall development of grant proposals through clear
planning, assigning responsibilities, and ensuring meeting deadlines. - To
monitor and track the progress of submitted grant applications,
ensuring timely follow-up and adherence to reporting requirements. - To contribute to writing narratives, preparing budgets, and gathering necessary supporting documents.
- To
work in close collaboration with the program, logistics, HR, and
finance departments, to ensure consistency among the different
components of proposals – i.e. logframe, budget, procurement needs,
narrative, etc. - To collaborate with team members to gather information and data required for grant applications.
- To participate in grant-related meetings, discussions, and strategy sessions to contribute ideas and insights.
COORDINATION AND REPORTING:
- To
be responsible for stakeholder reporting (donors, local authorities,
etc.) by maintaining a reporting calendar, and ensuring timely
submissions. - To ensure timely submission of reports to HQ.
- To
ensure adherence to donor procedures/guidelines, deadlines, including
developing and disseminating draft plan to relevant staff. - To follow up on mission-level reporting and ensure that documents are submitted on time.
- To
support the general and program coordinators by taking the lead in the
drafting of some parts of the reports (non-technical aspects), compiling
contributions, and ensuring the overall narrative is cohesive and
harmonized. - To work in close collaboration with the program,
logistics and finance departments, to ensure consistency among the
different components of the reports. - To act as a focal point
for report-related queries, e.g. templates and compliance, in
collaboration with the Program Support Officer. - To contribute
to the development of fundraising materials, presentations, infographics
and other communication materials as needed. - To support the
general and program coordinators in the preparation of partnership
agreements, Memorandum of Understanding (MoU), etc.
CONTEXT
For
more than 30 years, Médecins du Monde (MDM), a campaigning health
organization committed to international solidarity, has been caring for
the most vulnerable populations at home and abroad. It has continued to
highlight obstacles that exist in accessing health care and has secured
sustainable improvements in health-for-all policies. Those working for
this independent organization do not solely dispense care and treatment
but condemn violations of human dignity and rights and fight to improve
matters for populations living in precarious situations. MdM currently
works in 44 countries across all continents where it focuses on 4
priority areas: caring for the health of migrants and displaced persons,
promoting sexual and reproductive health, harm reduction associated
with drug use, emergencies, and crisis.
SKILLS REQUIRED
- Master’s
degree in the following or related field: social sciences, humanitarian
or development studies, political sciences, international relations,
etc. - At least 6 months of experience in a similar role.
- Experience in writing proposals/reports.
- Demonstrated experience in coordinating and preparing quality narrative and financial reports for a variety of donors.
- Experience developing and working with project budgets.
- Understanding of donor compliance, especially for UNITAID, GAC.
- Experience in humanitarian and development context highly appreciated.
- Experience in multi-donors’ budgets and multi-countries grants.
Soft skills
- Excellent level of communication both written and oral.
- Excellent Organizational skills, including time management, and the ability to meet deadlines.
- Ability to work in an autonomous manner.
- Reactivity, anticipation, adaptability, capacity to take initiatives.

Hard skills
- IT: Knowledge of Windows environment and excellent experience with Microsoft Office
- Fluent English and Swahili
- French will be an added advantage.
EMPLOYMENT CONDITIONS FOR ALL POSTS
- Contract Type: Fixed Duration
- Duration: 6 months, yearly renewable (for 1-year period) from Jan 2025 onwards
- Starting date: July 2024
- Job Schedule: Full time
- Location: Dar Es Salaam
Medical Insurance including spouse and up to 4 children.
13th salary after completion of 1st year
Probation period:
One month
