Overview
The
Finance Director will be overseeing all financial and operational
matters within the project including managing financial systems,
developing a budget for programs, generating financial reports, tracking
expenses, collaboration with the administration of sub-awards, managing
finance and operational issues, collaborating with the procurement and
management of vendors, monitoring the project’s supply chain and
inventory systems, and supporting finance staff from regional offices

S/he
will be the point person to ensure that the project office finance
systems are well established and meet the required standards, donor
requirements, as well as local laws and regulations. As a member of the
senior management team s/he will contribute to the project Office’s
strategic leadership.

S/he will serve as the primary finance and
operations liaison with the project office and other partners in
Tanzania. As a member of the senior management team, the Finance
Director will contribute to the project Office’s strategic leadership.
Additionally, the Finance Director will develop, implement, and
strengthen project’s financial and operational processes.

Responsibilities
General

  • Oversees and manages the financial and administrative operations of the project.
  • Support project start-up and closeout activities and establishment of new offices as required.
  • Help
    develop and implement project-specific financial management strategies,
    SOPs and administrative procedures that are consistent with institution
    and donor policies and operating systems.
  • As part of the senior
    management team for the project provide advice, guidance, feedback and
    leadership on finance and operational issues related to the project.
    Work closely with Chief of Party and other senior project staff to
    improve finance and operational support.
  • Supervise and mentor finance staff.
  • Ensures
    adherence to all financial, personnel and administrative policies and
    procedures, including conformity to local laws and requirements.
  • Identify and communicate compliance and risk issues to the Chief of Party as required.
  • Provide
    overall guidance and support in resolving compliance issues noted. Work
    with the Chief of Party to proactively identify and manage risk for the
    project.
  • Regularly review recommendations by the internal
    auditor, internal review teams, external auditors and donors and ensure
    follow-up action is taken on gaps noted. Ensures that the project is
    ready for audits/financial reviews at any time.

Finance

  • Oversee
    overall financial system implementation including controls and
    standards. Review and maintain strong system of internal controls to
    ensure accurate financial reporting. Monitor and adapt project financial
    system to optimize financial transaction processing and required
    financial reporting. Supervise Finance Managers/Project Finance and
    Operations manager on financial/accounting aspects of his/her work.
  • In
    collaboration with the Grants, Contracts and Strategic Partnership
    manager. Reviews and provides feedback on award documents, modification
    and other binding documents issued by others to the project.
  • Assists
    project staff to develop work plans and annual budgets for program
    activities and the local office costs. Prepares annual work plan budgets
    and works closely with project staff on budgeting for current and
    prospective awards. Prepare any budget revisions and projections and
    respond to any external questions from donors and/or internal questions
    from within the project’s management structure.Works with the Chief of
    Party and other senior staff to ensure compliance with local laws and
    requirements especially related to payroll and income tax, VAT, and with
    various statutory bodies and audits.
  • Monitors burn rates and
    expenses for the project in collaboration with technical staff.
    Responsible for verifying all project’s expenditures and developing
    projections and other financial reports for management decision making.
    Ensure financial integrity of the data, due diligence review and
    follow-up.
  • Work with the Grants, Contracts and Strategic
    Partnership manager to ensure all sub-recipients are selected, managed,
    and monitored as per project’s policies. Works with finance and program
    team to close-out sub-awards and ensure all final reporting is done in a
    timely manner.
  • Prepare quarterly reports, pipeline,
    projections, consolidated annual fiscal report, and any other financial
    reports as required by donors and/or management. Serve as a financial
    liaison with country-level donors.
  • Routinely reviews cash flow
    and RIF balances to ensure that project’s expenditure is within the
    amounts established for the country office.
  • Proactively manage
    annual funding cycles and ensure that all expenses for the project year
    are recorded prior to the end of the funding cycle.
  • Assume other duties as assigned.

Required Qualifications

  • Master’s in accounting, Finance or Business Administration,.
  • 9 years’ and above experience managing USG funded programs.
  • Excellent financial and accounting skills
  • Familiar with QuickBooks accounting software
  • Computer skills (including MS Word, Excel, PowerPoint)
  • Demonstrated ability to effectively manage several major activities simultaneously.
  • Proficiency in Microsoft Office software applications
  • Strong interpersonal, writing, and oral communication (English required and a local language preferred)
  • Ability to work independently in an unstructured environment, as well as with a team.
  • Handle employee salaries with confidentiality.
  • Experience working in donor-funded NGOs and global organizations, preferably USG financed programs.
  • Ability to travel domestically as needed.
