Background
UN Women, grounded in the vision
of equality enshrined in the Charter of the United Nations, works for
the elimination of discrimination against women and girls; the
empowerment of women; and the achievement of equality between women and
men as partners and beneficiaries of development, human rights,
humanitarian action and peace and security. Placing women’s rights at
the centre of its efforts, UN Women is mandated to lead and coordinate
the United Nations’ system efforts to ensure that commitments on gender
equality and gender mainstreaming are translated into action. It
is also mandated to provide strong and coherent leadership in support
of the Member States’ priorities and efforts and build effective
partnerships with civil society and other relevant actors.
In
2021, UN Women, in collaboration with the Governments of France and
Mexico, convened the Generation Equality Forum, a global
multistakeholder partnership to drive results and accelerate the full
and effective implementation of the Beijing Platform for Action and the
Sustainable Development Goals through a 5-year (2021-2026) action agenda
encapsulated in a Global Acceleration Plan for six Action Coalitions.
Championed
by the President of the United Republic of Tanzania (URT), H.E. Samia
Suluhu Hassan, the URT adopted the action Coalition on Economic Justice
and Rights as a vehicle towards the realization of gender equality and
the empowerment of women and girls, with increased measures including
investments in gender-responsive public and private quality care
services, law and policy reforms.
Tanzania’s commitments include
enhancing measures such as investments in gender-responsive public and
private quality care services, enacting law and policy reforms, creating
an enabling policy and legal environment, and supporting women and
young women in expanding decent work in both the formal and informal
economy to achieve economic justice. Additionally, the
commitments aim to broaden women’s access to and control over productive
resources, as well as to design and implement gender-responsive
macro-economic plans, budget reforms, and stimulus packages.
Key Results areas of the action coalition on Economic Justice and Rights include:
1.
By 2026 to increase measures including investments in gender-responsive
public and private quality care services, law and policy reforms, and
the creation of decent care jobs to recognize, reduce and redistribute
unpaid care work and reward and represent care workers while
guaranteeing their labour rights.
2. Create enabling policy and legal
environment and support women and young women to expand decent work in
the formal and informal economy to attain economic justice by 2026.
3.
Expand women’s access to and control over productive resources through
increasing access to and control over land, gender-responsive financial
products and services, and a number of firms owned by women by 2026.
4.
Design and implement gender-responsive macro-economic plans, budget
reforms, and stimulus packages so that the number of women and girls
living in poverty is reduced by 85 million through quality public social
protection floors and systems by 2026.
To localize Generation
Equality at the country level, the Government of the United Republic of
Tanzania has developed the Tanzania Generation Equality Programme TGEP
(2021/22-2025/26) stipulating various interventions to be undertaken by
the Government sectorial ministries, private sector and other
stakeholders to deliver on the GEF to advance women’s economic justice
and rights and identified key actions.
One key institutional
mechanism to achieve this goal is the National Advisory Committee (NAC)
consisting of twenty-five senior members who work closely with the
country’s gender machinery in both Tanzania mainland and Zanzibar, in
championing the implementation of Tanzania’s commitments. The role of
the NAC includes advising on strategies that will enhance women’s
economic justice and rights as per the GEF commitments. Coordination
efforts on GEF have encompassed a wide range of engagements, with a
strong emphasis on integration at different administrative levels. This
includes the strategic selection of GEF focal points within Ministries,
Departments, and Agencies (MDAs) as well as Local Government Authorities
(LGAs).
In line with this, UN Women Tanzania is seeking to
engage a consultant to support GEF Localization and multi-stakeholder
engagement through the execution of Tanzania’s GEF communications
strategy. Collaborating closely with the secretariat and UN Women,
during which the elaborated deliverables will be achieved.
The
consultancy will be home-based, with the Consultant reporting to the UN
Women Programme Specialist, Women’s Economic Empowerment, supported by
the UN Women Communications Analyst who will be the point of contact on
the contract and payment issues.
The Consultant will be expected
to provide monthly progress reports on the implementation of the
contract deliverables as outlined in the Terms of Reference.
Duties and Responsibilities
The
Communications Consultant, in collaboration with the UN Women Tanzania
communications team, will oversee and coordinate communications efforts
to support GEF Localization and amplify Tanzania’s contributions at the
local level, national level and beyond through implementation of the
Tanzania GEF Communications Strategy.
The Communications
Consultant will manage the development of all communications content for
both digital and non-digital platforms, as well as compelling success
stories related to Tanzania’s implementation of GEF commitments. The
Communications Consultant will also be responsible executing innovative
communications initiatives, including by leveraging on multi-stakeholder
partnerships under GEF; as well as identifying and maintaining relevant
tracking mechanisms and project plans to ensure that communications
goals are on track and that progress is consistent.
Specific duties and responsibilities of the consultant will include:
- Support
execution of the Tanzania Generation Equality Forum communications
strategy:Implement an annual communications plan based on the
communications strategy to ensure robust communications and
amplification of Tanzania’s GEF leadership role, and implementation of
national commitments. - Lead and manage day-to-day communications,
including content development and coordination of dissemination across
national media and stakeholder platforms. - Implement
communication activities to support GEF localization and increased
awareness and implementation at the local government level. - Conceptualize
and manage communications initiatives to drive visibility by generating
stories and case studies publishing at least twice a week from both
Mainland Tanzania and Zanzibar. . Other activities include activating
the ‘Kinara’ GEF champions campaign, developing a podcast series, and
executing a social media challenge, video production, and physical and
virtual events, among others. - Conceptualize and execute
activities to galvanize more commitments, and promote Generation
Equality commitment makers, including youth, the private sector and
civil society. - Set targets and manage media relations, including
organizing press briefings, media interviews, coverage of events, and
development of media talking points, news releases, media advisories,
etc. - Develop and implement a monthly social media content plan, to include the creation of digital marketing materials.
- Develop
localized social media assets and printed products that can be deployed
by Generation Equality leaders, partners, signatories and donors to
amplify Generation Equality achievements.
Branding
- Oversee and manage GEF branding to ensure consistent, high-impact application of GEF branding.
- Work with UN Women Headquarters and relevant partners to ensure branding alignment.
- Coordinate work of relevant vendors where needed for key events and activities.
Partner Engagement and Public Advocacy
- Maximise communications impact through initiatives bringing together Generation Equality partners and other stakeholders.
- Amplify
and recognise new commitments and celebrate progress through strategic
development and placement of communications content and assets across
all channels and platforms. - Identify and support communications around thematic spotlight moments to amplify thought leadership.
Consultant’s Workplace and Official Travel
This is a home-based consultancy, with up to 20% travel within Tanzania.

Required Skills and Experience
Education and Certification:

Experience:
- At
least six (6) years of practical experience in communications, advocacy
and media relations, particularly for the development sector. - Experience in implementing global communications strategies and campaigns.
- Experience
in writing, editing, content production and dissemination for online
and offline audiences at the international level. - Expertise in media engagement in Tanzania.
- Understanding of gender and empowerment of women and girls’ issues.
- Excellent
communication skills and ability to work in multicultural settings and
with UN Women partners and communities where activities are being
implemented.
Languages: Fluency in English and Kiswahili is required.
